OWNER SAY'S OFFICER'S REMOVED STICKER THEN TICKETED CAR FOR NO STICKER?

What is happening in this video? In Illinois you are required to have your plates registered with the State. There is a sticker on your license plate that has a date on it example11/19. Once that month is over your plates are expired. You need to get a new sticker or risk being ticketed. The officer appears to be removing the sticker, but why? The craziest thing maybe that the owner just stood in the trucks doorway watching without asking whats going on? I'm really not sure?
