We as a society have set up a Government to serve our needs. Government's only function is to serve the people and uphold our rights. Though I don't think the Lieutenant is a bad guy he is severely mistaken about his purpose and his rights. Law Enforcement trades in their rights for privilege's, for qualified immunity, for color of authority, etc. The only right that has become a sticking point is the 5th amendment (right to remain silent, the fact you have no obligation to participate in your own prosecution) you can see how that get's dicey if an officer is accused of a crime. I think the Lieutenant knows more than he's leading on. (Thats why he picked that ammendment specifically) The 5th amendment and law enforcement's dilemma regarding it forced the drafting of LEBOR LAW ENFORCEMENT'S BILL OF RIGHTS, which has been written into law in some states. I think he was just trying to reverse engineer valid reasoning for that politicsl propaganda to be on the wall. Which is how he ended up contradicting himself so much and saying things like "why can't a private citizen pull someone over?" The eaisest way to explain the relationship between goverment and citizens is this. There is a big party and the whole community comes. Law Enforcement is security for that party. Their job is to make sure we can say what we want , practice what religion we want there, have our guns, etc. As they are security they cannot join in the party, until they are off duty. That's the eaiset way to explain it. If the argument is "somebody donated it" then what if somebody wants to donate a Cross, a Star of David, a Black Panther Flag, a Latin King Flag, a Republican or Democratic flag. It's common sense that the people's building should only have that of the people's flag.
