SHOULD THE GOVERMENT BE ABLE TO RE-APPROPRIATE THE U.S. FLAG FOR A SPECIFIC GROUP?

Texas V Johson held that freedom of expression was a legitimate defense to flag desecration, but that is for citizens the government does not have constitutional rights. So the question is should ghe government be able to get sway with breaking federal law which is flag code. In the code it states "you may not alter the flag in anyway." What do you think?
