Pa State police - Public Private entity ??!?

There is a Pa. State Police barracks near my town and at the entrance there is a big sign that reads PRIVATE PROPERTY NO TRESPASSING and I found that to be an oxymoron. How can a publicly funded State Police be on private property ? So I went to find out. I hung out for about 1/2 hour and no one came out.
