Cop pulls over another cop ?

From my view, and I could only video for about a minute, it looked like a cop pulled over another cop and then was searching the car....Hmmmm...could it be ? Not sure what was going on, but it looked very strange. The only place to park was about 1/2 mile down the road and when I got back to the scene, they were gone..
