1st amendment audit - Federal Prison in Phila. Pa. - Sneaky Snakes ?? Part 1

I was doing a 1st Amendment audit at the Federal prison in Phila. Pa. ( I will show you the no contact videos later if anyone cares ). So, I was outside on the sidewalk at the front entrance of the prison when I see this weird couple peeking around the corner of the prison. At first I thought they were homeless crack heads by the way they were acting until I keep filming. Part 2 is when the police arrive.
