The fact is this there are 50 different states and a District that make up the U.S. all 50 of those states are autonomous in making up their laws. (per the 10th ammendment) so what is legal in Illinois may not be legal in Indiana, Maryland, Flordia etc., but all 50 states are held accountable by the constitution. Which is the ultimate doctrine with the U.S. Supreme Court being the ultimate arbitrator between the States and the Federal government. Unless you have a clear understanding of the law Police are enforcing it's impossible to take an opposite stance. Learn the laws where you live.
