Located right in the middle of the XXX district there was garbage everywhere. The officer didn't know if the stations around Baltimore were open or not
He didn't really didnt seem to know why the entrance he was at wasn't open, and he couldn't locate a complaint form. Baltimore's quite possibly the nation's worst Police Department.
