Early April the Sun-Times reported that Commander Spencer of District 11 was closing down 4 city blocks. (id entry only) Officers in the article said they were not going to implement the order out of fear of being sued. April 18th I spotted 7 patrol cars parked on all four corners of Chicago & Hamlin. 15 Officers with no PPE not 1. They were chasing citizens down to give them papers about CV-1#. I did some more digging and found out the tact team in 11 were jumping out and arresting anyone they could grab, which made tempers boil over at district 11 Wed 2 shift when the tact team and patrol division went at each other.
